A paint program tends to be worth very little without the good filter plug ins.

Most of these filters will work with the Gimp paint program, a great paint program, not only that it is free too..
download it at http://gimp-win.sourceforge.net/stable.html or http://www.gimp.org/downloads/

Adobe Filters Installation:

1. Unzip the .8bf, or the .8ty files to the folder where the PLUG-ins
files are located. Normally in the paint progams sub directory "...\Plug-ins\"

or place them in a seperate plug-in directory and tell the paint program setup where they are.. You will have to tell the gimp paint program where they are too.
