Now that we have gta iv working(thanks fedor). Here is how to emulate an XBOX 360 controller and use your own controller.

1) Navigate to your SYSTEM32 directory (C:WindowsSystem32)
2) BACK UP THE FOLLOWING FILES
- xinput1_3.dll
- xinput1_2.dll
- xinput1_1.dll
- xinput9_1_0.dll
3) copy the contents of the archive to your SYSTEM32 directory (C:WindowsSystem32)
4) Start playing GTAIV with your controller
